Question about the mining of oil?

When say the Saudis sell their oil to a big American petrol company do they refine and turn it into oil in Saudi Arabia before they sell it or do the Americans buy it crude and then refine it and turn it into petrol/gas in the US?

Why does Alaska not have any refineries. Is it because it has such a small population?

    If it is for the "lower 48 states" (the area between Canada and Mexico), they buy the crude, which is brought to the U.S. on oil tankers, and it is refined in the U.S., by the U.S. companies.

    However, Alaska has no refineries, so it has to be refined elsewhere and then brought to Alaska.
