If a person lays in bed, eyes closed, not moving but still awake. Does that person get any rest.?

    physical rest, yes, usually (tense people might not actually benefit that much).  Mental "rest", whatever happens during sleep, can only be partly achieved.  It depends on the level of brain activity, which does not necessarily mimic body activity.  Often, in fact, the main problem is that the prone person is not letting the brain relax so cannot sleep.

    A little bit of rest. Pretty much the same kind of rest you would get from meditation.
