Why were the Twin Towers not rebuilt?

Was it out of respect to the victims? Did they ever plan to rebuild the north and south tower in the exact same place as the original buildings?

There were people who wanted to put up a new building on the site as soon as the site was cleared but many people were against it as they felt it disrespected those who had died there and felt the area should be made a memorial to the event and those who died there.

It was re-built - just to show the extremists (despite the 2,973 dead), the west could still 'do it'.

A memorial was made in it's place and had a new world trade center built a while ago...

There was talk of building over it by the original owners but there was so much outrage the memorial site ground zero was made instead
