In the land of nonexistence!

Outside of the physical universe, outside of time and space. The universe will eventually cease to exist, but Heaven and Hell are forever. Heaven and Hell are not "places", as we usually understand that term, but rather modes of existence.

In the Bible, the word "heaven" is used to refer to three different things. (We still commonly use the word that way today.)
The first heaven is the atmosphere around the earth were birds fly and clouds float.
The second heaven is "outer space" where the sun, moon, planets, stars, galaxies, etc. are found.
The third heaven is a spiritual realm in which God exist, and it from there that he interacts and sometimes appears in this realm. As it is non-physical in nature, trying to determine how it relates with locations in the first or second heaven is meaningless. That is like trying to determine the physical relationship between a physical duck and the though "duck" in your mind. There is no "location" relationship between them. The though is not above, below, next to or in a different universe from the physical duck. Because those concepts are meaningless to a thought.

According to a very reliable theologian, "Ooh, heaven is a place on earth."

Not a "place" as you would know it. There is nothing physical about the spiritual realm.
