It should be setting in PC or laptop Like: Head into Settings > Network & Internet > Advanced > VPN

    VPN is a direct connection to server located anywhere in the world. It is Virtual since a physical connection is not possible. No one else in/on the Network may use it so it is Private. The result is having security from viruses and hacking.
