How do we know promotions are earned? How can we scientifically determine this?

If seniority, work level. Etc don’t do it how we determine such?

    We can’t. There is a personal, human component to business and to most hiring and promotion decisions. Therefore, a scientific theory cannot be applied as the human preference cannot be adjusted for. The exception to this would be something like a union where advancements and opportunities are based on seniority and pay no attention to fitness for the role.
