Can hydride anions H- migrate during a carbocation rearrangement While protons H+ cannot?

    That's correct. Because the carbocation is positively charged, the hydride ions (negatively charged and having 2 electrons) is what can shift. The positively-charged proton will not attack a positively-charged carbocation.
