Is it possible to do DIY very quietly?

    Yes, it's much like masturbating.   You think you are quiet but EVERYONE knows you're doing it.

    Sure, unless you DIY involves explosives or using a chainsaw to cut down trees.  DIY does not involve all morning.  Just the few AM hours your eyeballs barely stay open.

    Most of it yes. In places where you would normally use nails - use screws instead. Instead of using power tools use hand tools instead.

    But some things make a noise - such as demolition or cutting & drilling concrete.

    Depends on the task. Most can be done with little or no noice. Even cutting things like wood trim can be done with hand tools.

    Sure. Painting and decorating and the like doesn't have to be noisy; it is not necessary to use a lot of power tools, and most of those are relatively quiet these days. Have things like long cuts done at the diy store to avoid table saw noise, if that is an issue. You can muffle the sound from a workshop (but you need to be sure you still have good ventilation). Limit noisy activities when other people are not around or in the daytime when general background noise levels are higher. Even hanging a picture in the middle of the night will bring the neighbors down on you like a ton of bricks.
