How can I cut out shrinky dinks with greater consistency?

    The best scissors for detail cutting have large handles and short blades.  They look really doofy, like they're out of proportion, but they work brilliantly.

    Move the paper not the scissors.  Practice, practice, practice.

    Use fine scissors (not thick). Cut away large waste sections,  and cut the final design with small nibbles in the scissor jaws, not long strokes of the blade. Turn the film into the jaws to cut.
