What does the phrase "there is question of a written treaty" mean here?

"The Venetian ambassador Piero Duodo reported that ‘what the mission of this Embassy may be we do not know yet’, but he believed that ‘it is a matter of moment and that there is question of a written treaty."

    If there is a written treaty it would explain the mission of the Embassy.  However, right now the ambassador isn't sure whether or not such a thing exists.
