Why was 2700 tons of ammonium nitrate in one location?

    It was moved to unsuitable storage at the port in 2014 from an unseaworthy ship that had been abandoned by the Russian owners in 2013. Somebody messed up by allowing it to remain there. Customs officers claim they repeatedly warned port officials about the hazard.

    It was confiscated from a ship six years ago and since then the port have been asking the government to arrange to move it, they ignored them.
