Which word is correct?
The toddler drew over other children's drawings but didn't like drawing on (white / empty) paper.

I don't like either. Instead, I'd use "blank."

empty, of course, because the idea is 1) absence of prior drawings, and 2) the color of the blank paper is not relevant; it is not mentioned, not suggested, not implied, not part of the statement.

Clean or unused would be better. All the paper could be yellow, so white will not work. For empty, you usually say empty pages, not empty paper.

You can't call paper "empty". " He didn't like drawing on clean paper.
