who to contact regarding transporting pet parrot from HongKong to UK?
will animals, eg pet dogs, be allowed in the cabin or are they left in the cargo area (temperature regulated?) by themselves? what species of parrot is this? its ~9inches tall?

UK requires a 4 month quarantine for importing birds other than from the EU.
Contact a professional pet transport company to arrange quarantine and transport.
You cannot just bring it with you.

make sure u get a good company. I have heard about dogs dying while being transported to another country.One dog ran out of water and died.

That's a Monk Parakeet (Myiopsitta monachus). I would start with finding out from the UK government whether it's possible to bring that species into the country and what permits you will need. It's very unlikely you will be able to transport the bird in the cabin of the airplane on an international flight. You may be able to ship in cargo or may need to use a specialty pet transport service. Talk to your airline to start, after you've determined whether you can even bring your pet to the UK at all.
