Why less police funding isn't going to do anything?

Why is it those who want less funding for police realize that police don't write the

laws they enforce laws written by lawmakers.

Because the police department is just being undermined.

The majority of a cop's day to day duties isn't solving crimes, it's dealing with social and interpersonal issues.  People call the police to deal with issues that really aren't crime issues.  Running off homeless people from property, dealing with people overdosing, dealing with people with mental issues, being called to a home where people are arguing, etc...  Defunding police means increased funding for organizations to deal with issues so that cops don't have to.

Defunding the police is not going to result in less excessive force.  It is just going to result in more crime.

But if you paid all of the lawsuits for excessive force out of the police pension fund, that would punish them and cause everyone in the Department to admonish brutal cops and report them instead of allowing to keep the code of silence and fail to report them.

Okay, what law said it was okay for ab officer to murder a man in police custody? Oh right, there is no law like that. Your argument is nonsense.

Less funding means less training, less training means more incidents like the one that sparked this whole thing.
