How much can a chemical engineering master earn?

In America, how much can someone with a master's degree in chemical engineering and no job experience be expected to earn?

Also, does having a master's degree improve job prospects?

Depending on the location, certifications you have, and type of work you do; USD 50k to 70k.

Also, some states, like Texas and Washington State, don't have income tax which can run around 10% in other states. You may have local taxes if you work in a big city. California income tax is 10% to 13% and may change randomly and retroactively for the worse as it did 7 years ago.

Cost of living varies quiet a bit in the U.S., California probably having the highest in the continental U.S. North-East U.S. also has high cost of living in the large metro areas.

Masters may be helpful, but your abilities will really set your worth. If you have no work experience, expect to start on the low-end of the scale. It will take you at least 5 years to become partially useful, 10 years where you are fully useful. Depending on the type of work you get in to, you may need to get a Professional Engineers certificate which is an arduous program that takes many people 5 years to get.
