I'd like to know what "all two stories below ground level" means in the text.?
The paper’s building had been five or six stories, maybe eight. It was hard to tell because the top floors had been blown off. The offices and the presses were all two stories below ground level now.

You might call those two floors basement and sub-basement (floor below a basement) or basement 1 and basement 2. The first floor would be the ground level and there are two floors below that.
