Impossible to answer the question as we have no idea what hardware you have in your computer. If you are limited to USB 2.0 ports (and flash drive) then they would be slower than an SD card. SD card readers also come in different speeds. As do SD cards. So there is no one answer for this question.
However it is NOT recommended that you run a game from either an SD card or a USB flash.

you mean to install games on? NEITHER.
you should NEVER use external removable media to install programs! it will cause problems, because of registry entries, and the fact that some programs are more deeply integrated, and especially Steam games need to access the data constantly, as Steam starts with Windows.
