Origins of those African-American names?

There's a set of names that if you hear them, you can automatically figure out that they referring to an African-American person. Examples would include things like De Shawn, Shonda, Jada, Imani, Keyshon, Elijah, etc. These aren't really African names in origin, they seem to have started being used in the 1960's and onwards. Where is their origin coming from, and what are the rules of coming up with these names?

You should know that not every name has a true origin.  Some are used just because they incorporate things or names the person like or combine names that mean something to them.  Many of these names start out as unique but are often copied giving them an uncommon status instead.

P.S.  Elijah is a Biblical name.
