How do people survive in small towns?

In western developed nations, how do people make a living in small towns (<20000 people)? Here in Russia, most small towns, particularly in the northern forested regions where agriculture isn't economically viable are getting depopulated simply because there is nowhere to work or infrastructure (or money to build it)? The main source of revenue are pensions of the elderly. Are there small towns in western countries that have found a way around this issue or should we just give up and let those towns die out?

    Small towns need to have the basics, else they just die out.

    Just consistently have the basic needs.
