Why does it seem like the other countries are ignoring US sanctions?

Updated 5 days ago:

For example with Venezuela. Russia helped them to avoid the USA sanctions.

    Because they are US sanctions intended to protect US interests or to bully another country into supporting US foreign policy, as it did when Trump used the threat of sanctions in an unsuccessful attempt to cajole European countries into pulling out of the Iran nuclear deal.

    Because other countries aren't the US, if Trump wants them to follow his lead then he should not spend all his time denigrating them and build a coalition of nations instead
