My sister said she wants no formal role in stuff beyond immediate fam. The web said that brother-in-law is immediate fam. What do you think ?

You've just asked this yesterday. Either you care way too much of your sister's personal life (aka are a busybody) or you are a bad troll. The latter is most likely the correct option.

In-laws of any kind aren't generally considered immediately family.

A brother-in-law could be immediate family, but that is not what is important here. What is important is what your sister meant. Simply ask her to clarify.
