Only God knows who will choose Heaven and who will choose Hell, because from His vantage point outside of time and space, He sees the fullness of time of time and space eternally and simultaneously. At this moment He is viewing the creation of the universe, its eventual destruction, and every event that occurs between those two.

Well, God does have the final say of who goes to Heaven and who goes to Hell and he determines that when we enter the judgment seat. But I know I'm going to Heaven because I have the faith in God and I have the faith that Jesus died and rose again to bare the consequences of our sins and I have a relationship with God.
