How will New York know where people are driving from in order to make them quarantine for 14 days? ?

Anyone can say they are coming from Jersey when in reality it’s South Carolina

    Their IDs and license plates of the cats they drive in on.

    They ask.  Seriously.  Even if your ID shows you're from SC, there is no reasonable way for them to verify you haven't been hanging out in NJ for the last month.

    If you check-in to lodging you will need to show an ID.  Your SC DL will give you away.

    It's more or less on the honor system for those driving in, although hotels are supposed to help monitor if you are staying at one (as opposed to a private residence).  You are supposed to complete an online form when you arrive.  While it is unlikely that you would be caught, there is the possibility of a fine if you are.
