What do you put on shelves in a pond?

Not my photo, but what would you put on those shelves to make it look nice and not just black liner?

Small pebbles for most of it, and water plants in containers.

You will have to go deep enough to support the type of plants you intend to plant.  Like there is a minimum and a maximum depth for the various varieties of water lilies as well as other types of aquatic plants.  Find  a water plant guy and talk to him about the depth required.  We have a gold fish pond that is 4 to 5 foot deep with vertical sides to keep out the wildlife and cranes. In the middle is a molded gold fish pond that is raised up to be 30" deep.  It is filled with dirt and planted in water lilies, We also have some containers (actually cattle molasses containers) for other plants set on blocks.   We have found that the plants have to be physically separated, one type per container.  Also, the fish tend to eat them, except for the lilies, so you may have to screen them off. There are plants/grass that will easily grow 5 feet long. Check the website for The Pond Guy and see what he has.

Small version of Pirates of the Caribbean * grin*  You can get ships, pirates, etc... just pick a theme you like. dinosaurs, jurassic park, Pearl harbor, Titanic,  anything related to water.  you could do a sailboat race.. ??? regatta? Gilligans Island? or go way the other way.. a city built into a cliff. All y ou would need is big rocks painted to look like.. Rio DeJanero ? ( sorry spelling )

That's where you're going to plant your water lilies and lotuses.
