From what I can kind of make out from the not-very-good picture attached (try using a screen capture/snipping tool next time), the figure is a circle with a quarter taken out? Since it might be using a different angle, I'll give the general solution?

First, the easy part -- you have two legs that are 7 yards long.

Now, the slightly less-easy part -- the length of the arc. The perimeter of any arc is the product of its radius multiplied by the radians swept by the curve, a full circle being 2*pi or ~6.28 radians and a half-circle being pi (3.14) radians. You've been given the radius of the arc (7 yards). If you've been given the angle swept in radians, simply multiply the radius and that angle. If you've been given the angle remaining, subtract that from 6.28 and multiply the angle by the difference. If the angles are in degrees, you can convert the degrees to radians by dividing by 360.

Add the lengths of the two legs and the arc together and you have your total perimeter.
