Why exactly can teens not consent to sex with an adult.?

What inherit power imbalance? Like if it's an officer, or teacher I get that. But what kind of "power imbalance" does a 21 year old woman have over a 15 year old young man?

    A 12 year old girl has more savey then most men twice their age. Sexual exploitation is horrendous. But ladies, be honest.  Girls rule.

    When a teenager gets to 16y/o they seem to have a better understanding of life than a 15y/o.  It seems as so at 16y/o teenagers mature a lot and think less like a kid.  Governments must set a minimum age of consent where the teenager is old enough hopefully to make a good decision about sex.  Plenty of teenagers under 16 do have sexual experiences and most enjoy them but others feel they were taken advantage of by a more experienced adult and can have psychiatric problems.

    Because they don't have big enough boobs yet.

    Teen boys can consent to sex with adult females, however.

    Because a 15 year old is under the legal age of consent, and their brains are not yet developed enough to consent to sex with an adult. Many 15 year olds are still going through puberty, and in the US, they aren’t even old enough to obtain a driver’s license or work unlimited hours. A 15 year old is in a completely different part of their life from a 21 year old, making it inappropriate (and illegal) for them to have sexual relations.

    The legal age of consent varies, but in the US it’s usually 16, 17, or 18. At that point, it’s up to the individuals who they choose to consent to sex with (as long as both partners are of legal age to consent), although it would still be considered socially unacceptable in most cases for a 16-18 year old to have sexual relations with someone in their 20’s or older.

    The 15 year old is legally a CHILD. He cannot give consent, either to sex or to anything else. If a 21 year old woman has sex with him, she's guilty of state rape.

    Teens CAN consent to sex with adults, actually. The US age of consent, which varies from state to state, is either sixTEEN, sevenTEEN, or eighTEEN. 

    A 21 year old woman is an adult with a fully developed brain and body who has all the legal rights of adulthood. A 15 year old boy (NOT young man, ALL males under 21 are boys regardless of their maturity) has none of those things. That's the power imbalance.

    A 21 year old woman should be able to see the consequences and repercussions having sex with a 15 year old might be...a 15 year old is still too young to consent for anything anyway.  One more thing.   If a guy wants to have sex with an older woman...he is going to have sex with an older woman.  As long as they keep thier mouths shut about what happens behind closed doors...who’s to say what happened?

    Because it's just plain creepy for someone in their 20s/30s to want intimacy with someone still in high school. They deserve someone with similar maturity. Plus many teens don't have access to contraception (and are afraid  to have frank discussions with their parents) and just aren't mature enough to become parents young. When teenagers get pregnant, it's a burden to their families and they have a much slower start in life.

    If a person is 18, they can legally have a job, car, and their own place. If they have the privacy to live on their own they're more likely to make responsible decisions and have safe sex.

    Any woman who is willing to have sex has tremendous power over most any 15 year old boy
