In the Star Wars saga, was it Jar Jar Binks who made the Galactic Empire?

I'm not pinning the whole blame on Jar Jar Binks.  He proposed extraordinary powers for Palpatine, but then the Senate had to vote to approve that.  Later the senate would have had to vote to disband in favor of Empire.
