Pac-Man is a registered trademark of Namco-Bandia (known only as Namco back in the 80s).  Balley had distributing rights to Pac-Man in North America, but they didn't own the character.

Atari had no mascot that I can recall.  They may have used Pac-Man in promotional materials using the box art that they did have the right to use, but they didn't have the right to use Pac-Man in any other form beyond.

Atari had the license to develop and release Pac-Man on the Atari consoles from Namco.
