Why would a parent be okay with their offspring cheating on online college courses?

Why would you care? They are not children anymore if they attend university for their parents to check on them. And how is cheating on online coursed any different from cheating in a normal class?

Parents all too often use their children as proxy status symbols. Or the try to relive their own lives and correct the mistakes or bad decisions they made thinking their children will not make similar mistakes. That usually does not work out very well for either the parent OR the child.
Daughters often will ALWAYS be children to their parents. SOME parents can treat their adult children AS adults, but many parents never do make that transition. Children have to make their own decisions and mistakes and HOW to take responsibility for and live with the consequences of their mistakes and actions and not always claim it is. society's or someone else's or some group's fault.
With respect to online midterm and final exams, NO they often are NOT proctored. In many ways they are equivalent to open book exams. You have ONLY a very limited amount of time to take the online exam, usually 2 hours. once you start the exam, you need to know how to find your online stuff quickly OR have those bookmarked BEFORE the test. This IS NOT CHEATING as long as you credit your sources correctly. If you do not finish the test within 2 hors, you get cut off and cannot access the exam again
Since I have not taken an online or hybrid course since spring 2014, this MAY have changed, That was before Zoom could be used by the teacher to procter online exams

Just as with any kind of cheating, some parents feel unfair means are justified as long as their kid achieves (or at least, gives the appearance of achieving) more than other kids. I have 1 relative who cheated for her 2 children all the way through public school. Although on a smaller scale, she's no different than the parents who were caught in the Varsity Blues scandal.

This parent would not be. You can certainly find some parents who would think it is just fine. I don't think very highly of such people. just cheaters.

Same reason parents help/cheat for their kids k thru 12. They want what is best or think they are helping. All they created was an entitled class that think milk crates in college dorms, that they are not paying for, is beneath them.

These days online courses all have a final exam that is proctored. They might also have a midterm exam that is proctored. So if you cheat on your assignments, you still won’t be able to pass the class if you don’t pass the exams.

Maybe the parent doesn't value education or see that it adds any real skills but instead views a college degree as just a ticket that allows entry to a certain kind of job that in actuality requires no special skills or abilities gained from college going in but instead will be learned entirely after being hired.
Or maybe she knows the online college is really nothing but a for-profit diploma mill and assignments are just to give some minimum legal semblance of an education required to keep it from being sued by defrauded students and maybe make it eligible for federal student aid programs to grease the wheels the money flows in on.
Or maybe the parent thinks online degrees are garbage not even worth the paper they're printed on.
Or maybe the parent figures she's done raising her kid. Her kid's a grownup now and can do whatever the hell he or she wants.
Or maybe the parent just doesn't give AF because that parent never gave AF.
The list of maybes is endless.
