Income taxes were brought in because for most of our history our main income source for the federal government was on alcohol, but the religious crazies were pushing Prohibition, and that would have got rid of a lot of money. So we instituted an income tax to make up for the lost revenue.

A flat sales tax is highly regressive (disproportionately impacts the poorest people). The first income tax in the United States was levied in 1861 due to the financial requirements of the Civil War.
