Somebody's run out od spaghetti! Cacio e pepe means cheese and pepper. Usually it means that a plate of spaghetti or similar long pasta has been tossed with coarsely ground black pepper and grated pecorino cheese with a splash of the pasta cooking water to help melt the cheese. If all the ingredients are high quality it's really tasty. Orzo is a pasta shape. The name literally means "barley" but it's just normal pasta shaped like a barley corn. Outside Italy the name is used interchangeably with risoni even though they're slightly different in shape.
TL:DR Cheesy pasta with pepper
