What beaches in San Francisco are warm and have good tides for surfing? ?

None are warm. You have to wear a wet suit to go surfing. Better down the coast where the Mavericks are held in Pescadero or Half Moon Bay.

I will also add that besides the cold water (it comes from Alaska in general) and the great white sharks now and then, the tides are treacherous. Between the rocks and the rip tides you need to have your wits about you. Not a joke, surfing here is not for novices. On every beach is a huge sign - BEWARE. PEOPLE HAVE DIED HERE.
And then there is Maverick's https://www.californiabeaches.com/beach/mavericks-...
More south is Pescadero, which is more like the beaches people are accustomed to.

No beaches in San Francisco are warm. Doesn't matter what time of year. Surfing is limited to just a couple spots actually IN SF. Go south and you'll find more areas.

The only places people surf in SF are Ocean Beach and Under the Golden Gate Bridge. Wet suits are advisable year round.
