"Can I use this relay for single phase 240v motor as voltage protector? How?"

You need to ask one single question, that makes sense.

A relay can be part of a motor protection system, including for many of the conditions you listed.  This is the only answer that can be given based on how the question is asked.

what exactly is "this relay" ??

your line with double parans doesn't make much sense. What do the double parans indicate?

A relay is a SWITCH. It does nothing to regulate voltage.

If anything, it may BURN OUT under excessive voltage, but you can't rely on that either.
