Because babies are magical amazing little being, and we cannot resist saying hi to them.  Nobody wants to say hi to any random adult.  Perhaps you could initiate the engagement?  When someone says hi to your baby, say hi back, and compliment their earrings.

Ideally strangers would ask you if it's okay to interact with your child. But if this is your first baby you've got a bit of a learning curve. Once you're a parent life stops being about you for a while. You'll have to just get used to that if this is people in your own circle ignoring you to say hi to your kid.

Probably because your baby is better looking, has better manners and more developed conversation skills than you. all seriousness...babies aren't aware of social graces.   They freely stare at people.  They are curious.  They INVITE people to say hi to them with their cute little faces and buggy eyes.   And when you talk to them, you often get a smile or a giggle.    Much more fun than talking to random cranky adults who might think you're a creep.
