Are nd filters only for achieving motion blur?

I am very new and lost in the world of photography please don’t laugh. I came across nd filters for my phone and thought they were meant for controlling light. As in a glare. But my friend said they’re only for motion blur

    Motion blur is one effect that you can achieve using an ND filter.

    Think of them as sunglasses for your camera. Too much light, put on the sunglasses.

    A polarized filter is what you can use to control glare, and a PL also acts as an ND in most cases. Not sure that you can use a PL on a phone though, as it can interfere with auto focus.

    neither would be useful (to me at least) for a cell phone.
