Is a shirt that says victimhood is powerful considered sexist or racist?

It’s not either of them, but it’s also completely false. Victimhood is about the least empowering thing there is. It quite literally takes any power you have over yourself and forfeits it to the world. Hey it’s not my fault, I’m a victim. Hey I have no power to better myself, I’m a victim. Being outraged isn’t empowering either, it’s just a euphemism for victimhood.

Why are you a victim? Why are you offended? Do you know what the Lord says about you? You are the head and not the tail. Stand on God's promises and proclaim the Word of the Lord.

It's not sexist or racist, but it's also not a healthy personal position!
