What does "Fair" mean in "The Turkish Mahamet and Hiren the Fair Greek" (by George Peele), blonde or just?

It just means good-looking. It doesn't imply hair or skin colour.

Neither. It's an ironic epithet. Not only was Hiren the most unjust, unfair individual you could imagine he was also as un-blonde as you can get as he was black. Hope this helped.
Also, he wasn't Greek. He was Swedish. And his name wasn't really "Hiren". It was Sidney.
