At molecular level, the wave frequencies should be equal to binding energy. These are in the ultra violet frequency range. This is plenty at the top of atmosphere. Here we see most of nitrogen molecules in atomic form.

There is so much nitrogen in the air already that the air has become immune to wave frequencies unless they are of significant strength.
