Is there any place in the atmosphere where there is 1000 times as much H2O as CO2?

JimZ claims there is, but I can't think of any, can you?

    We can name a place which has 100% concrete.

    Between fake Dirac ears. Maybe you shud measure the H2O content in you current residence (moms basement). Something is clogging the liberal head from taking in real information
