Is a Roth 401k considered a considered a traditional IRA?

    ROTH 401(k)s and IRAs are funded after tax and withdraws are not taxed.

    Traditional 401(K)s and IRAs are funded pre-tax and withdraws are taxed.

    no, a 401K is similar to, but not th sam as, an IRA.  Roth and traditional have different rules.

    No.  A Roth (any Roth) is not considered a traditional anything, and a 401K (of any type) is not considered an IRA (of any type).
