Yes, they hold the same MD degree any other medical doctor holds but did their residencies in psychiatry rather than, say, cardiology or pediatrics.  They can and do prescribe medication.

Psychologists hold PhDs or PsyDs in Psychology.  (Some people with lesser qualifications call themselves psychologists but should not do so.)  They normally cannot prescribe, though there are programs in some states that allow them to do so.

Psychiatrists are Medical Doctors who specialize in the human mind.  Other Medical Doctors can specialize n other areas, cardiology, cancer, lungs.   Do not confuse psychiatrists with psychologist, as they are not medical doctors.  They have a special degree to help with issues which disturb us.  As we go up or don the latter in degrees, we find the social workers or counselors who also help us make it through, but of course they don't have a medical degree either.  To recap, Psychiatrists are Medical Doctors.
