How do you set boundaries for a toddler?

Update:

This is for my 19 month old daughter, who is full of a lot of energy. She has meltdowns in public and never can sit still.

    By being consistent

    In public she stays in stroller...not listening then pack up and leave...

    Shell get the message when you follow through

    You need words so she knows you will be leaving when she acts like that

    For 10 year old toddlers and younger , parents should keep a close eye on them

    Toddlers should not be expected to sit still.  As for the meltdowns - consistency and consequences. If you say no mean no and never threaten any consequence that you're not willing to carry out. Teach her that you mean what you say and then she will listen when you give her boundaries.

    Stimulation, direction, consistency,and yes, it's exhausting.
