Snitch deals.  Basically; the L.E.O gets you tell on some "bigger fish", and you skate with lighter sentence.  That is how game goes.

By the time someone is in prison they've already either confessed or been convicted.

None.  Prisons don't perform Police actions.  The POLICE might use "tricks."  Once you get to prison, it's too late.

They don't. Law enforcement seeks evidence, not prison.

If they have information about another crime, offering a lighter sentence or additional privileges could work, I suppose. They would have to coordinate it with the local District Attorney, though. Prisons don't have the authority to plea bargain.

Prisons don't need them to confess, they are already convicted.

One goes to prison AFTER one is convicted of a crime.
