To fix the issue, you replace the screen.

To remove the scratches, there are two options. 

One fill the scratches from the lowest part of the scratch to the shallower part of the scratch. Making sure that the filler used is rated for the application you are using it for. And the result is often very much more noticeable, and does not do what the person doing it hopes it will. 

Two grind the highest edge and the surrounding glass/plastic, to the lowest points of the glass/plastic, of course using various grades of wet sand paper. Neither option really works well for thin screens, nor do most people have the patience for doing the process on thicker glass, let along the this glass of a phone screen.

Considering the cost, living with scratches is Much more sensible.
