It is not considered a disability. Legal blindness which is the thing that establishes disability in most places is determined by the vision in the best eye. The other word for lazy eye is amblyopia. If you google that, you will get more information than I am prepared to give you. The only symptom of a lazy eye is poor vision that is not due to something being wrong with your eye. To diagnose, lazy eye, the doctor really needs to eliminate all the other possible causes of poor vision. A lazy eye will have been lazy since childhood.

#1 symptom is having a lazy eye...

It depends on how much it affects your vision.   Typically not.
