Can someone explain the noose controversy with NASCAR?

Update: Now FBI says the noose has been in the garage 

earlier in the year and believe it was not act 

directed at Bubba Wallace.  They think someone just left 

a  noose for no good reason. 

Someone left a noose in the garage of Bubba Wallace (the only 

African American Racer in NASCAR) before the Geico 500 

(which was postponed) at the Talladega Superspeedway on Sunday.

The Noose is symbolic of lynching and is a very racist symbol.
