Because social distancing is complicated inside of a restaurant. It’s hard to also keep on a mask while eating and drinking food while talking in between bites and letting all yo ur airdrop lets fill the restaurant. Restaurants are also air conditioned so your air droplets are likely to carry farther while in the air.

Enclosed indoor space with no social distancing is a great way to spread the virus.

Because crowded indoor spaces are places that make transmission from person to person more likely. Restaurants often have tables close together. That's why places that are opening dining areas are restricting capacity to keep patrons further apart.
