''Aren't you clever !'' is a statement not a question .. so no ? is needed.
Well, at best it's a rhetorical question (a 'question' that doesn't need to be answered).
The question would be ''Are you clever ?''

I guess either is fine as it's a rhetorical question so you wouldn't really be expecting an answer.
