Are those parents who favor certain children over others considered good psrents?

No, I wouldn’t say so. A good parent would treat all their kids the same, even if they did have a favorite. If you’re kids can tell that you like one of their siblings more, it can build a toxic relationship between them.
It can also give the less favored kid a people-pleasing nature, because they feel like they need to go that extra mile, just to be seen as the favorite. Their confidence can be affected, their value of self-worth.
Kids are kids, and extremely impressionable. What’s said to them, and how they’re treated affects them. They don’t know any better, or have the life experience to evaluate how they feel, so they internalize it instead.
A good parent would hold all their kids to the same standard. They shouldn’t compare them to each other, or any other kids at that.
