Not really because pandemic literally means that it is widespread (i.e. there are multiple epicenters). However it is spreading quickly right now in India compared to other places so it would be wise to take precautions. The problem is that distancing yourself from others is one of the most important precautions, if not the most important, and India is very crowded. So India definitely has an extra problem on its hands above and beyond the usual ones.
